Sir,

British Consulate,

Fooshow.

April 4th, 1921,

8387b

In reply to your despatch No. 4 of 21 February last să the subject of the smuggling of opim from Formosa inte Fooshow, I have made full enquiry as to whether the practise still continues but I can find no evidenes to prove that smuggling is taking place.

I am informed by the Gemmissioner of Customs that the total amount of opium seized by the Customs during the last two years, viz from lst January, 1919 to 31st Desember, 1920 was påculs 9.12. Only once during this period was any opium seized from a vessel coming from Formosa, and, then, the quantity was only 8 ounces. The remainder was taken from steamers and launches coming from Chinese ports, and none of these vessels had touched

at Formosa ■

It is more or less common knowledge that there are no less than 150 Japanese small shops run by Formosan Japanese who secretly trade in opium, but their stooks are now largely derived from the native poppy which is

are accasionally made but the penalties inflicted at the Japanese Consulate are still insufficient to deter the

offenders.

I have eto.,
